A Sharp View: Call CPS when you see children locked up in cages

As a certified civil servant of the state of California, every year I have to sign a number of pages that mandate me to report any sign of child abuse.  This is a legal requirement for every kind of teacher and administrator who comprise my professional community in the California Public School System.  Moreover, it is stipulated in the law that you are to report any sign of child abuse, not to interpret the signs as to whether there is actually child abuse taking place, but just report the signs of possible child.  To neglect doing this can send any teacher or administrator of any school in California to jail.

My problem is that according to the criteria of the mandate that I signed, I have failed to yet obey this law.  Again, the mandate dictates that I am not a judge if something is child abuse, but if something I have seen, or heard (from either a first party or a third party), or just seen on a screen – a screen on anyone’s telephone, or YouTube, or on TV that could possibly be child abuse, I am to report whatever is happening to CPS and allow CPS to determine if it is child abuse.

And I have recently witnessed a horrific case of child abuse.  But I have been plainly afraid to report it because of who is my proposed abuser.  In the meantime, I have been rehearsing my required call to CPS to myself, away for the day that I would make the call.

Do you mind if I play here my rehearsal for my call to CPS?

CS: Please, I want to report a very difficult case of child abuse.

CPS (I am guessing what CPS would say): Where is the instance of the incident?

CS:  Along the Texas border.  I witnessed it over a month ago, on TV.  But I am mandated by my professional credential to report child abuse to you no matter where I find it.  This involves over 2,000 children who have been kept in cages for over three months.

CPS: Are you referring to the Mexican children of undocumented families?

CS: I understand that you have seen caged children.  But according to the mandate of my professional credential I am bound by the law to report child abuse no matter what source I find it.  Don’t you have the same mandate?

CPS:  We do. But we have to properly define what child abuse it. Why do would you call official government policy sanctioned by a legally elected American president child abuse?

CS:  Because there is no waiver in any state abuse law for an American president.

CPS:  Oh. Okay.  And why is it abuse, in the legal sense?

CS:  If you need case law for a legal sense, the Turpin parents in Perris, California are being prosecuted with a life sentence hanging over their heads for keeping their 13 children locked up in cages.  That’s 13 children.  Along the Texas border there were over 2,000 small children were in small mammal cages, that is, the kind of small cages beavers and muskrats are locked up in some small town zoos.  And this has been for over three months.

CPS:  Why do you suspect the president of the United States of being responsible for this?

CS:  I have a number of reasons.  For example, he is the only historic person who has ever gone around saying in public “torture works.”

CPS: But what would be the motive for an American president to torture so many small children?

CPS:   I would have to take a guess. But maybe it’s because Mr. Trump was sent away at a military school when he was very young because he was impossible to bring up, and now he wants 2,000 children to feel, “this is what being abandoned by your family feels like.”
