1. PRELIMINARY FUNCTIONS
a.) Call to Order – Paul Fancett (President)
Meeting was called to order at 1835.

b.) Flag Salute/Invocation
Councilmember Kunak led the flag salute and gave the invocation.
c.) Approval of March minutes
Motion made by Councilmember Brookman to approve and seconded by
Councilmember Teeman. Motion carried by unanimous consent.
d.) Treasurer’s Reports February 2007 - Bob Lewis
Motion made by Councilmember Kunak to approve and seconded by
Councilmember Gustafsson. Motion carried by unanimous consent.
2. SPECIAL REPORTS
a.) Report from Los Angeles County Supervisors Office – Rosalind Wayman
Announced that Supervisor Antonovich will rededicate Val Verde Park after
the three million dollar expansion on Saturday, May 5 at 9:00 a.m.
The Trail Dusters Trail Ride with Supervisor Antonovich will take place on
Sunday, June 10 at Placerita Canyon Natural Area, 19152 Placerita Canyon
Road.
SunCal’s Northlake project has had the open comment period extended until
June 5th with a planning commission date of June 20th.
Request from a resident in Hillcrest Park regarding signage for No Parking on
The Old Road.
Requests from the council for more information with regard to trash pickup in
Hillcrest Park and for funding within the Sheriff’s Department budget with
regard to a secondary fence being installed ahead of any new facilities being
constructed on the Pitchess property.
b.) Code Enforcement Shawn Skeries
Due to scheduling Mr. Skeries was unable to attend. Councilmember
Fancett discussed the conversation with Mr. Skeries regarding the NAT
program. Rosalind Wayman suggested that she would request John
McCarney attend our May meeting to discuss enforcement and the NAT
program. Councilmember Fancett also discussed the action that code
enforcement was taking against the owner of the lot at the southeast corner of
Castaic Rd. and Ridge Route Rd.
3. COMMITTEE REPORTS
a.) Safety Committee - Renee Sabol
i) Public safety officer update
Commander Don Rodriguez from the Pitchess Facility spoke on the
council’s request for the escape statistics at other counties detention
facilities. Discussed the upcoming tour of the facilities with the Castaic
Chamber of Commerce on May 11th at 10:00 a.m. There will also be a
Community Advisory Council Meeting on Thursday May 31st at
7:00 p.m. at the Pitchess Dentetion Center, Ranch Training Room.
Lt. Brenda Cambra from the LACSD discussed the recent murder which
occurred in our community and that the investigation continues. Brenda
stated that the case appears to be isolated incident.
Sgt. Wallace spoke on the issue of off-road violations which spiked in
the past several weeks and that there will be a crack down in the Hasley
Canyon area in the coming weeks.
Sgt. Diebdre of the CHP fielded questions from the council regarding
illegal parking along The Old Road north of Lake Hughes. Results of
a head-on collision on The Old Road at Hillcrest Parkway.
b.) Parks & Recreation – John Kunak
i) Lori Bennett discussed that the filling of the lake is proceeding as planned and the elevation is at 1495 MSL which only 10 feet under where it was prior to the release of the water. Lori also mentioned the upcoming Circle of Hope run and the youth Fishing for Fun Tournament.
Jeff Dorst and Jarod Didier discussed the extension of basketball registration until May 5th. They also requested to be placed on the phone tree list for the Pitchess Detention Center if an escape were to occur.
c.) Land Use Report(s)/Presentation – Steve Teeman
Discussed the upcoming May 7th meeting which will include a
presentation of The Old Road Plaza, Landmark Village response to
council, and a review of the project submission guidelines.
i.) Landmark Village – Presentation Glenn Adamick
Presentation of the Landmark Village project which is a part of the
Newhall Ranch Specific Plan. Subcommittee reports were submitted
by Councilmember Gustafsson on Parks and Recreation,
Councilmember Brookman on Traffic, Councilmember Hof on
wastewater and reclaimed water use, Councilmember Teeman on
Education and Councilmember Lewis on Trails and CSD issues.
ii.) Update Planning Commision Meeting
Councilmember’s Kunak and Sabol gave reports on the commission
meeting which occurred on April 11 regarding the SunCal Northlake
project. The findings of the commission were to extend the time to
June 20th , 2007. Resident Laura Kazday spoke on the issue of the
impact the increased traffic will have on the community. Resident
John Zaring spoke on setting up a meeting with the Hart School
Board, SunCal, Castaic School Board, LA County, and Castaic
Council to obtain a meaningful dialogue. Mr. Zaring invited
councilmembers to attend this meeting on Monday evening at 7:00
p.m. at Castaic Middle School.
