The following are the approved minutes for the West Ranch Town Council regular monthly meeting Dated April 4th, 2007. The minutes were approved unanimously at the Wednesday May 2nd, 2007 meeting with no changes or additions.West Ranch Town Council Minutes for the Meeting Dated: April 4, 2007
 A.        Call to Order at 6:30pm
a.         Present: Dave Bossert, Randal Winter, Betty Griffin, Ron Meschner, Don Fleming, James Zimmerman, Brian Toqe
b.         Absent: None
 

B.         Approval of February Minutes
a.         Approved 7-0
 

C.        Treasurer’s Report and Banking Update
a.         Bank account balance – $3,417.92
 

D.        Los Angeles County Updates:
a.         Parks & Recreation – Doug Newell
i.          Flag football this year is best registration every – T-ball registration starts April 10th
ii.          Sunrise service was cancelled for this year because the normal sponsors were not able to perform this year
b.         Sheriff’s Update – Brenda Cambra
i.          Generally quiet month
ii.          Vehicle theft this month was damaged but recovered; only two reports of grafitti; two vehicle burglaries for navigation system; Sunset Point also had two window-smash burglaries.
c.         CHP – Sgt.
i.          Generally compliance is up
ii.          “Every 15 Minutes Video” presentation
iii.         May is “Click-It or Ticket” month.
d.         Newhall Land
i.          No update at this time
e.         Suncal Update – Mark Persico, Director Fwd Planning and Government Relations
i.          SunCal office opened in Valencia approximately 1 year ago.
ii.          The letter provided
iii.         Castaic Town Council has some concerns
iv.         Golf course was eliminated as a result of
v.         High School is a related but separate project from Northlake. SunCal is providing a pad to the school.
vi.         Timing is to be updated in future meetings
f.          LA County Update – Rosalind Wayman
i.          Sidewalk along Pico where it is not completed is owned by a family trust and is not developed until that owner develops this site.
ii.          Question was posed whether the sidewalk could be developed and reimbursed.
iii.         Sunset Point LMD has been brought up in past meetings. Candy Hayes, Patrick Miliakian, Egor & Patty from the LA County Department of Recreation have attended to update us on the financing and garner assistance of homeowners to tackle
iv.         The group will come back in six months to present more accurate figures to suggest increased assessments for refurbishment.

vi.         Motion to form committee to oversee the landscape issues in Sunset Point.

E.         Assemblyman Cameron Smyth Update
a.         Started new position in January, but is home on a legislative break.
b.         Pace in Sacramento is a very slow process. City government is a much faster process.
c.         Assembly is 80-member body – 30 of which are new this year because of term limits.
d.         Local governments are non-partisan position, but the Assembly is a partisan position.
e.         20000 prisoners in the state system are not legally in the country (roughly 10% of population)
f.          Smyth will not introduce any more bills this year. Bike lane increases for Santa Clarita and Simi, Urban Greening Act bill will allocate 90MM from Prop 84 to go to Urban counties; another bill sets timeline for state transportation to allocate funds for approved bonds such as funds for 405/101 interchange.
g.         Utilities & Commerce Committee deals with cable energy; Vice-chair for Environmental Safety and Toxic Committee; Also member of Local Government Committee; Also part of the Wines Committee.
h.         Office is on Valencia Blvd and staffed by Ed Masterson.
 

F.         Security & Public Safety
a.         Betty Griffin to start neighborhood watch and invited the neighboring communities to be a part.
 

G.        Government Relations Update
a.         Westridge/TPC issue
i.          Response from Lennar to the HOA has not been .

c.         Southern Oaks Liasons
i.          None at this time
d.         Sunset Point Liason
i.          Thanks to Council for getting the LMD going
e.         Governmental Status Exploratory Committee Update
i.          IFA has been narrowed down to three consulants
ii.          Study map has been put together by engineering firm and will be presented to City of Santa Clarita.
f.          Integrated Regional Water Management Plan Update – Randy Winter
i.          Need representative for 4:30 to 6pm once a month.
 

H.        New Business
